Maldives Launches National Digital Platform to Strengthen Disaster Damage and Loss Assessment

 The National Disaster Management Authority (NDMA) has launched the Damage Assessment and Loss Analysis (DALA) Portal, supported by the United Nations Development Programme (UNDP) in the Maldives. The DALA Portal is a new national digital platform designed to modernize disaster reporting and strengthen evidence-based decision-making in the Maldives.The DALA Portal replaces manual and fragmented disaster assessment processes with a secure, integrated, end-to-end digital system.
Through the platform, authorized users can report disaster events using structured online forms, while damage and loss calculations are generated automatically, significantly improving the accuracy, consistency, and timeliness of assessments.The system enables real-time tracking of disaster incidents, with clear status updates and SMS notifications issued at key stages of the assessment process.
This enhances coordination among institutions and supports faster and more effective response and recovery efforts.A core feature of the DALA Portal is its ability to capture disaggregated data by hazard type, sector, location, population group, and asset category. This allows for a more detailed understanding of disaster impacts, supporting targeted response measures, improved planning, and more equitable recovery outcomes.
The platform also promotes transparency and access to information. Once verified, disaster data and loss estimates are displayed through live dashboards, making key statistics available in near real time to decision-makers and the public.
This initiative supports NDMA’s Strategic Action Plan, aligns with President Dr Mohamed Muizzu’s Digital Maldives 2.0 vision, and contributes to the goals of the Sendai Framework for Disaster Risk Reduction as well as the Early Warnings for All initiative.“DALA is not just a digital system. It’s a platform that reflects the Government’s commitment to Digital Maldives 2.0 — using technology to strengthen institutions and protect people.
DALA transforms disaster data into a national asset that supports governance, accountability, and resilience,” said Hisan Hassan, Chief Executive of NDMA.The launch of the DALA Portal marks a significant milestone in strengthening national disaster risk governance and building a faster, smarter, and more resilient Maldives.“This partnership with NDMA is about strengthening national systems and ensuring institutions lead with confidence and clarity.
The DALA Portal is not just a digital system - it is a tool to save lives, protect livelihoods, and help communities recover faster. UNDP remains committed to supporting the Maldives through smart solutions, strong institutions, and partnerships that deliver real impact,” said Adnan Cheema, UNDP Resident Representative in the Maldives.The DALA Portal was developed under the leadership of NDMA, with technical support and implementation by UNDP.
The initiative was funded through UNDP’s Funding Windows, with generous contributions from the Governments of Denmark, Luxembourg, and the Republic of Korea. Funding Windows is UNDP’s primary mechanism for flexible and pooled thematic funding, enabling rapid and comprehensive responses to development needs and emerging challenges.
